Operating Authorities

The DofE is run by over 400 licensed delivery partners known as Operating Authorities (OAs).  OAs hold the licence to manage the delivery of DofE programmes and authorise Awards.
They range from local authorities and voluntary organisations (Scouts, Guides, ATC etc) to independent schools, businesses and Young Offender Institutes.  OAs are regularly reviewed, pay an annual licence fee to the DofE and:
  • Set up and support DofE centres and groups
  • Recruit, support and inspire Leaders and volunteers
  • Deliver training and health and safety for all Leaders and participants, including CRB checks
  • Authorise and grant Duke of Edinburgh's Awards
  • Provide annual statistics and other reports to the DofE Charity.
