How licences work

There are two types of DofE licences: one to run complete DofE programmes as a Licensed Organisation (LOs) and another to deliver specific parts, such as the Expedition section, as an ‘Approved Activity Provider’ (AAPs). The Duke of Edinburgh’s Award issues licences to four types of LO.

Holding a licence allows each type of organisation to offer DofE programmes within their respective operating areas.

Licences are subject to review and Licensed Organisations have to satisfy the DofE that they understand the full implications of running DofE programmes. They have to be in a position to safeguard its aims and standards, to establish the necessary administrative framework to enable it to function and to ensure its continuity.

Equal opportunities

To be licensed to deliver the DofE, organisations must sign a contractual agreement confirming that they have a number of policies in place, including an equal opportunities policy preventing discrimination.

We require all Licensed Organisations and Approved Activity Providers to deliver DofE programmes in a non-discriminatory manner within a code of practice that reflect the DofE’s commitment to equal opportunities, stated below:

“There is no room for discrimination within the DofE. And by that we mean treating a person less or more favourably than another on the grounds of age, race, ethnicity, nationality, sex, gender reassignment, marriage and civil partnerships, pregnancy and maternity, sexual orientation, disability, health, religion or belief, socio- economic background, financial status or caring responsibilities.”

The AAP licence allows organisations to deliver just one section of a DofE programme, once the opportunity has been agreed to meet the appropriate sectional requirements. Both charitable and commercial organisations can be licensed as an AAP; if you are interested in becoming an AAP please complete an initial interest form.
